There are more and more violent weather phenomena that destroy crops, which is why the process of reporting and estimating losses should be improved. Since June 2020, the so-called drought application has been in operation – a public application where an agricultural producer, after logging in with a trusted signature, can submit an application for estimating losses in agricultural crops caused by drought that occurred in a given area – the MP writes in the interpellation.

MPs propose the creation of a disaster application
As Gromadzka emphasises, the creation of a public disaster application (based on the existing public drought application) for reporting damage to farms and special sectors of agricultural production caused by adverse weather phenomena (i.e. hail, negative effects of wintering, spring frosts, flood, lightning, landslide, avalanche or drought in a fixed asset) would significantly improve the entire tedious procedure of estimating losses.
The entire procedure generates considerable costs and often requires the dedication of energy and working time of the members of the aforementioned committees. In addition, the entire process – from preparing the form, filling it out, submitting it to the appropriate office, considering it and possibly supplementing it, and finally receiving the decision – takes far too long. A disaster application operating on the gov.pl platform would definitely improve the estimation of losses in farms – she writes. – Is the ministry planning to introduce a disaster application? There will be no disaster application
The ministry, however, does not see such a need for now. As Stefan Krajewski, Deputy Minister of Agriculture and Rural Development, informs, the ministry does not see such a need, mainly due to the existence of similar applications.
Since 2020, the estimation of damage caused by drought has been introduced within the meaning of the regulations on insurance of agricultural crops and livestock via the "Report agricultural damage" application – the minister reminds. – The implementation of such a solution was possible because since 2007 the Institute of Soil Science and Plant Cultivation has been running an agricultural drought monitoring system based on the regulations on insurance of agricultural crops and livestock and supplies the application with detailed data on the amount of damage in individual crops on given soils.
According to the ministry, there is currently no detailed data on damage caused by other adverse weather phenomena, such as spring frosts, negative effects of wintering, heavy rain or hail, which could support the damage estimation application.
