Due to administrative requirements, 40% of those drivers who begin the process of registering as taxi drivers each month are unable to meet the established requirements, putting them at risk of being drawn into the shadow economy, according to ride-sharing platform Bolt. Christine Bezerre-Kjerulf, Bolt's head of business Latvia, notes that the Latvian taxi industry is currently in a very unfavorable situation: drivers are faced with various bureaucratic obstacles that prevent them from starting to provide passenger transportation services legally.
