As Marek Mastalerek emphasized in an interview with InfoWet, the chamber supports any action that improves animal welfare, and the creation of a system for marking and registering dogs and cats would be an effective tool in the fight against homelessness.

This was also discussed in the draft Act on the protection of animal health and combating infectious diseases of animals, developed by KIL-W, which was supposed to introduce mandatory marking and registration of dogs. This draft assumed that the body responsible for maintaining the animal registration system would be the National Veterinary Medical Council.

Why should KIL-W maintain a registration system for dogs and cats?

– In our opinion, such a solution would be optimal both in terms of the speed of creating the necessary database and the costs of its construction. KILW already has the appropriate IT infrastructure to maintain a database of chipped animals.

For a dozen or so years, we have been running an IT system supporting a central register of issued passports for companion animals, which is used by citizens and relevant services in Poland and other EU Member States to verify passports for companion animals. This system will only require minor modifications to add functionality allowing for the registration of marked animals. The registration system would be financed, following the model of the central register of issued passports for companion animals, from fees for marking and registration of animals paid by their owners. The amount of these fees would be established by way of a regulation by the Ministry of Agriculture and Rural Development – commented Marcin Mastalerek.

The importance of animal marking and registration systems

In the opinion of the president of KILW, mandatory marking and registration of companion animals would be a key step towards improving the safety and protection of animals, as well as effective management of the population of homeless animals:

– A universal registration system will enable quick identification of lost animals and facilitate their return to their owners, while supporting the responsibility of owners for the well-being of their charges – emphasized the president of KIL-W.

Punish or educate?

The draft regulations also mention that people who evade the obligation to register animals will have to reckon with financial penalties. Is this the right direction?

– It is important to approach the issue of enforcing the regulations in a balanced way when introducing this obligation. A broad information campaign and emphasis on education are necessary, which will help citizens understand the importance of this initiative and encourage them to voluntarily comply with the new regulations. However, sanctions should be provided for persistent refusal to comply with the above regulations – emphasizes Marek Mastalerek.
