The chambers received a response. Below we publish the content of the letter sent on August 16, 2024.
"According to the information presented by the Szczecin and Świnoujście Seaport Authority, agro transshipments at the Andreas elevator in recent years have ranged from 125,000 to 280,000 tonnes per year, not exceeding the 300,000 limit. Andreas also transshipped a small amount of bulk goods (55.8 thousand tonnes in 2023, 81.8 thousand tonnes in 2022, mainly fertilizers and walnut pomace). The annual transshipment potential of grains and feed for Andreas is estimated at 300 thousand tonnes. Taking into account the total transshipment potential of the Szczecin and Świnoujście ports, estimated at 4,060 thousand tonnes, Andreas' share is only 7.4%. The share in this amount should be used by the other terminals.
In addition to Andreas, there are 7 terminals in the port that handle agro products. These terminals are the SBT and PZZ mentioned in the letter, as well as Viterra, DB PS, Bulk Cargo PS, OT Port and Bunge. Of the 7 terminals mentioned, 4 are specialist agro terminals – SBT, Viterra, PZZ and Bunge.

The above-mentioned estimated potential of the ports will increase thanks to investments made by the terminals themselves and the Szczecin and Świnoujście Seaports Authority. Thanks to the construction of additional grain silos, the SBT Terminal will increase its annual transshipment capacity in mid-2025 from the current 1 million tonnes to 1.5 million, and storage capacity from 50 thousand tonnes to 75 thousand tonnes.
The OT Port Świnoujście Terminal is also currently implementing an investment. It involves the technological connection of existing flat storage warehouses with the deep-water Chemików quay in the inner port in Świnoujście, which can handle bulk units with a DWT of 80-100 thousand tons. The implementation of the planned activities will allow for an increase in transshipment capacity from 300 tons to 1,200 tons per hour, i.e. up to 20,000 tons per day, which will allow for an increase in the terminal's potential in terms of grain transshipment, up to 2 million tons per year. The planned completion of the investment is also mid-2025.
Also, the activities of the Szczecin and Świnoujście Seaports Authority SA concerning the expansion of port infrastructure are aimed at improving logistics related to the transshipment of agro products. The activities of the aforementioned authority were and are focused on improving the access infrastructure both from the land side – rail and road – and from the water side. The activities include access to the port in Szczecin and Świnoujście.

In the first half of the year, the Port of Gdansk handled 38.1 million tons of cargo
The current depth of the waterway is 12.5 m, which allows for servicing vessels with a draft of up to 11 m (previously it was 9.15 m). In addition, the entity managing the ports of Szczecin and Świnoujście is currently carrying out work to deepen the port basins and adapt them to this depth.
The expected completion of the works is the second half of 2025. However, what is most important from the point of view of agro transshipments is the deepening of the basin at the grain quay to a depth of 12.5 m. This quay is served by the largest grain elevator Szczecin Bulk Terminal. The expected completion of the investment is the end of the first quarter of 2025.
In connection with the above, it should be emphasized that in the ports of Szczecin and Świnoujście, actions are being taken to ensure the efficient transshipment of agro-commodity products, including grain.
In reference to the cancelled tenders for investments in the seaports in Gdańsk and Gdynia, I would like to inform you that following the cancellation of the previous procedure for the lease of the grain terminal (currently under temporary lease of Mondry Terminal Gdynia) in the Port of Gdynia, the Port Gdynia Sea Port Authority SA announced a new procedure on 23 May 2024. As part of the first stage (completed on 3 July 2024), five entities submitted applications for admission to the procedure and preliminary offers. The next stages include the presentation and discussion of preliminary offers and the submission of final offers by admitted entities (planned for 18 September 2024) and the selection of the most advantageous offer.
As a result of the conducted procedure, the Gdynia Seaport Authority SA expects a several-fold increase in the current transshipment capacity of the grain terminal, which currently amounts to 1 million tonnes.
In turn, on 15 May 2024, the Port of Gdansk Authority SA, as a result of receiving numerous requests indicating a significant need to change the terms of tender no. 1/SRH/2024 for the lease of a developed land property located in Gdansk, canceled it in order to prepare a tender on new terms. Work on defining the terms of the new procedure is still ongoing, however, the Port of Gdansk Authority SA plans to announce a new tender for the above-mentioned property this year.
Both the management boards of Polish seaports and entities operating on their territory are taking action to implement strategic investments for the Polish coast and the economy of the entire country, in order to ensure efficient infrastructure capable of meeting the challenges related to the export of goods, including those from the agro group"
