Discussion of the state budget is proceeding slowly. Finance Minister Jürgen Ligi (Reform Party) admitted that he has not yet had time to present the idea of taxing entrepreneurs' wages to his partners in the ruling coalition. He has also not yet heard three tax ideas put forward by the Social Democrats.
