Under what conditions will the trade EU-Ukraine be held after the current agreement expires?

W During Monday’s press conference Commissioner Hansen was asked about this, when the European Commission will present its proposal in the context of amending the partnership agreement between the EU and Ukraine (ATM), which expires in June br. – I am not the commissioner responsible for trade agreements, but obviously I am in close contact with commissioner Maros Šefčovic, also when it comes to those new points concerning the agreement with Ukraine. Most ministers in during Monday’s AGRIFISH opposed for more stable relations than autonomous trade measures, even for that reason, that this second solution would have to be pushed through the PE, which may be difficult. Thus act that must be quick – stated Commissioner Hansen.

I mean  – as added – there is a clear preference, to go in the direction of deep and complex trade agreements, where there will be determined volumes of products, which may be exchanged in both directions. There is a need to stabilize this trade from both ways, but there is also the pressure of time. 

If by June we do not come to an agreement, then we will have to think about Plan B, because returning to the previous arrangements is not or in our, or in Ukraine interest – stated the commissioner.

As he noted, the European Union is seriously posed to extension with Ukraine’s participation, so therefore such complex agreement would be

a serious document preparing for this expansion, considering not only quantities, but and standards of quality of goods covered by the

planned exchange.

When asked about this, what expects from KE in the discussions in above.mentioned issue with Ukraine Poland and whether the Polish minister of agriculture considers, that it would be good to extend the regulation on ATM . ATM – Czeslaw Siekierski replied: – Nobody, such as Poland, depends on the situation in Ukraine. Because it is our neighbor and we know, how dangerous there is the war for Poland as well.

He recalled, that in some moments the abrupt, excessive liberalization of trade in contact with Ukraine has induced such as. agricultural protests. – Ukraine practically found itself in the EU, gaining unlimited access to the single European market. Unfortunately, the aid that has been given by member states to Ukraine, has primarily burdened the agricultural sector, a in first order farmers from countries bordering with Ukraine. (…) ATMs – introduced thanks to our efforts, among others – were a secure form of brakes, protecting against excessive flow of goods. Hence, to as we do not determine the conditions for further trade between Ukraine and the Union after June 2025 year, – Minister Siekierski noted.

He added, that there is also intensive work underway on a new agreement on trade. trade with Ukraine, because “we want to put on the European table also our proposals.” As early as 3 February br. Minister Siekierski is to meet in Poland with Commissioner Šefčovic on this issue. The head of the department of agriculture however, that much – in the context of the new trade agreement -will depend on this, how the develops in the nearest time the situation related to the ongoing war in Ukraine.

At the end of this part of the press conference Minister Siekierski reminded, that the Union has great regulatory capabilities. – In the future we must do such regulations against Ukrainian agriculture, that will allow and support its export of agricultural products to those regions of the world, where this food is needed. We

will have to also process part of those food in the EU to export in the world. (….) Ukraine can not

leave, but at the same time Ukraine cannot threaten the interests of European agriculture.

He added, that in his judgment we will be able todevelopgoodproposalsforfuturetradeagreementwithUkraine,alsoonthe basisofexperienceresultingfromthe20-yearmembershipofourcountryintheEU.
