
The news, that the European Commission does not plan to continue trade with Ukraine on current conditions after 5 June br, caused in Ukraine some concern. The concerns are so strong, that the government has decided to develop and propose to Brussels a new design of regulation for imports from Ukraine. Why such nervous reaction?
The war is continuing and the EU is also making
Minister of agricultural policy Vitaly Smith in interview for Forbes admitted, that Ukraine is fearful, that new rules for export of agricultural products to the EU may be less favorable, and the existing agreement on free trade will expire. Therefore a sure solution is to diversify exports.
-Preferences for our exports were introduced in conjunction with the war, which still is says Smith in the mentioned interview. We demand their continuation, but understand that countries EU need our predictability. In concerning this we proposed a solution, in which we export products according to the established harmonogram, in specified quantities per month – explained the head of Ukrainian resort agriculture.
Smith also stated that the current agreement on free trade also benefits the countries of the EU.
Our agricultural products in large major are derived imports from the EU: fuel, seeds, fertilizers minerals,
products protect plants and machinery. We have the right to be on the market EU, because we buy there a large part
of product – consider minister.

Diversifying supplies instead of opening market?
Plan “diversification of exports” to respond to the statement of the European Commission, that does not plan to renew the contract on free trade with Ukraine on the current conditions after 5 June br, that is the date of its obligation.
Union Commissioner for agriculture Christophe Hansen announced, that the Community intends to return to trade with Ukraine on termsspecified in the framework of the association agreement between EU and Ukraine of 2016 . The trade issues are established in the DCFTA – of deepened free trade zones.
I think that we should
act in the DCFTA framework – said Hansen.
A regulation enshrined in the DCFTA
agreement means mutual liberalization of trade, a not only to the benefit of Ukraine
as in the current regulations. The European Commission has already started negotiations with Ukraine on this issue.

Liberalization trade without EU standards?
Commissioner Hansen confessed, that the majority of agricultural ministers in the EU are in favor of maintaining the DCFTA agreement, than in favor of extending the ATM (current regulation on free trade with Ukraine).
By making the DCFTA agreement Ukraine would not only have more open its market for goods from the EU, but also quicker to adapt to EU standards in the safety of food and animal welfare. The argument is that because Ukraine depends on quick accession, that it should also depend on rapid adjustment to EU requirements and gradual integration of Ukraine into the unified market.
EU standards in agricultural production, for example, in the use of protection plants, fertilizers and antibiotics, have however, aroused one
resistance in Ukraine. Kiev would want to extend the time for implementation of these regulations. Similarly the issue
is in other EU environmental and climate regulations. The current agreement on liberalization of trade with the EU is favorable for
Kiev with certainty.
