Young farmers interested in receiving a PLN 200,000 bonus to start their own farming have little time to apply for aid. The deadline is September 2. This is also the last day for applications for payments for small farms and land excluded from production. The recruitment, carried out under the Strategic Plan for the Common Agricultural Policy for 2023-2027, is conducted by the ARiMR Electronic Services Platform.

These funds can be applied for by a natural person who, among other things, is not yet 41 years old on the date of application, has started agricultural activity no earlier than 24 months before the date of application or has not yet started agricultural activity, has appropriate professional qualifications or skills useful for conducting agricultural activity on a farm. The funding can be allocated, for example, to: construction investments, purchase of agricultural real estate, basic herd or new machinery. The aid takes the form of a premium, and its amount is PLN 200,000. To date – i.e. by 28 August this year – over 1.7 thousand applications for the premium for young farmers have been submitted.

Payment for small farms

The support applies to farmers with farms of up to 5 ha of agricultural land. It replaces all types of direct payments, including eco-schemes. The amount of support will be the equivalent of EUR 225/ha, i.e. a maximum of EUR 1,125 per farm. Additionally, applicants for this payment will be able to apply for transitional national support (complementary to the basic payment or non-tobacco payment) and area payments (ONW, ecological, agri-environmental-climate, afforestation payments). In order to apply for the payment for small farms, it was necessary to first submit an application for direct payments. By 28 August this year, over 157 thousand farmers had decided to apply for this support.

Lands excluded from production

The subsidy is granted for excluding arable land from production, where agricultural production (including grazing and mowing) and the use of plant protection products are prohibited. Importantly, this support is granted for an area no larger than 4 percent of the arable land area on the farm. Payment under this eco-scheme will not be granted for fallow land co-financed under the Rural Development Programme 2014-2020 and the Social Policy CAP 2023-2027. In order to apply for a payment for land excluded from production, it was necessary to first apply for direct payments. So far, 12.6 thousand farmers have applied for this aid.

Excise duty refund applications for agricultural fuel

From 1 August to 2 September this year, agricultural producers can submit applications for a refund of excise tax included in the price of diesel fuel used for agricultural production. Within the above deadline, farmers submit applications to municipal/city offices together with VAT invoices (or copies thereof) confirming the purchase of diesel fuel for agricultural production in the period from 1 February 2024 to 31 July 2024 – within the tax refund limit set for 2024.

When applying for a refund of excise duty on cattle, sheep, goats, horses and pigs, the application must also be accompanied by a document issued by the head of the district office of ARiMR containing information on the average annual number of pigs and the number of large units of cattle, sheep, goats and horses in the possession of the agricultural producer in 2023.

In 2024, the excise tax refund was set at PLN 1.46 per litre of diesel fuel purchased.

Risk Management – recruitment closes on August 30

Poultry, cattle and pig farmers insured against damage caused by salmonella on their farms can apply for funding until 30 August 2024. Support is provided under the “Risk management” action of the Rural Development Programme for 2014-2020.

Financial assistance applies to poultry, cattle and pig farmers who have registered production activities and have insured animals against salmonellosis. They must also have the right to the property on which they conduct breeding, and the insurance contract should cover at least:

  • 1,000 heads of slaughter chickens, geese, turkeys and laying poultry;
  • 14 pigs;
  • 4 head of cattle.

The support takes the form of a 70% subsidy to the insurance premium. However, the policy must state that compensation will be paid in the event of damages exceeding 20% of the farm's production value. It is also important that the period covered by the insurance contract cannot begin before April 1, 2022, and the person interested in the subsidy does not use other insurance subsidies.

Applications are accepted by the district offices of the Agency for Restructuring and Modernization of Agriculture until August 30, 2024. This is the fifth recruitment for support in the form of subsidies for insurance of animals against salmonellosis. So far, over PLN 12 million has been transferred to farmers in this respect.
