Increasing problems with TSL liquidity

The Northern Chamber of Commerce together with the West Pomeranian Association of Road Carriers have been raising alarms for months: the situation of road carriers in Poland is dramatic. Protests are taking place and our institution is engaged in ongoing dialogue with the Ministry of Infrastructure and the Ministry of Family, Labor and Social Policy.

– We consider plans to impose fees on road carriers when traveling on new highways and expressways as another blow to the industry struggling with the crisis. – The government's proposal for some entrepreneurs from the TSL sector was quite surprising. We expected that those in power would understand that this is not the time for additional taxes and obligations for an industry that is struggling to stay afloat. We accept the proposals of the Ministry of Infrastructure with great concern, says Hanna Mojsiuk, president of the Northern Chamber of Commerce in Szczecin.

– We are dealing with a serious crisis, and as many representatives of this branch of transport claim, even its collapse. This is confirmed by subsequent road transport companies reporting restructuring. However, we do not know the scale of this phenomenon, because we do not know how many of the small carriers – and most of them (those with 5 to 7 vehicles) have problems with financial liquidity and due to the lack of continuity of orders have put the vehicles aside. The primary cause of this state of affairs is the economic downturn and stagnation in Europe. That's why I'm a critic of introducing new charges for carriers right now. I believe that the government should wait for the transport situation to improve. Then the new burdens could be transferred to customers – says Jerzy Gębski, logistics sector expert, Enterprise Logistics.

The transport sector is becoming one of the leaders in the industries where most debt collections are carried out.

– The matter is very serious. In the first half of 2024, we carried out twice as many debt collections against the transport sector and logistics companies than in the entire year 2023. The most serious crisis is in smaller companies that have so far dealt mainly with smaller-size routes and transport on Poland-Germany routes. The crisis is serious and many companies suspend their operations – comments Małgorzata Marczulewska, debt collector of the AVERTO Group.

A blow to national transport

Representatives of the TSL sector admit that the entry into force of fees for the use of highways and expressways for large-tonnage vehicles will involve costs for road carriers.

– This is a blow primarily to domestic transport and these changes will certainly affect the condition of entrepreneurs. It is still difficult to calculate how these changes will affect freight. Theoretically, they should increase, but given the current situation, I think it is unlikely and entrepreneurs will have to "swallow" the increase without passing it on to customers. There are not many loads, especially in the quarter that has just started. I am afraid that this will be another blow to the TSL sector, notes Dariusz Matulewicz, president of the West Pomeranian Road Carriers Association.

It is becoming increasingly difficult for the TSL sector to hide its irritation with the difficult situation, which is unfortunately getting worse from quarter to quarter, as the Northern Chamber of Commerce reports regularly.

– The assumption that additional burdens on road transport companies may result in a "greater balance" between land and rail forwarding sounds a bit like an attempt to find an excuse for expanding the paid space in the land transport sector. As the CSL Group, we support the widest possible promotion of rail and intermodal transport. However, recent years have not brought a revolution in this area in our country – there are not many investments that would make rail transport an attractive alternative to road transport – emphasizes Przemysław Hołowacz, an expert in the TSL sector, business development director of the CSL Group.
