The Ministry of Industry and Trade has published a long-term plan for indexing the recycling fee for vehicles in the Russian Federation, according to which in the near future it is planned to increase the fee by 70–85% one-time and then to index it annually by 10–20% until 2030, Interfax writes.

According to information from the press service of the ministry, a corresponding draft government resolution has been prepared and will soon be published for public discussion.
“The gradual indexation of the recycling fee may affect cars, light commercial vehicles, trucks, buses, trailers and semi-trailers, as well as some types of road construction equipment,” the Ministry of Industry and Trade said in a statement.
Changes in terms of imports will not affect individuals who independently import into the Russian Federation a car with an engine capacity of up to 3 liters for personal use, observing the established rules for paying customs duties and taxes, the ministry emphasizes.
It is also known that the draft resolution on the recycling fee provides for the introduction of a long-term indexation scale until 2030. It is expected that this approach will contribute to the formation of predictable conditions for investment by automakers operating in the Russian Federation, both Russian and foreign.
