The corresponding draft was published on the federal portal of draft regulatory legal acts. It includes categories such as animal feed, technical rehabilitation equipment (TSR), veterinary drugs, canned food, vegetable oils, black and red caviar, bicycles and non-alcoholic beer.
According to the document, the launch of the permitting regime for veterinary medicines, caviar, non-alcoholic beer, bicycles and consumer goods is planned for the fall of 2025, and in the spring of 2026 the effect will extend to animal feed and vegetable oils, and from 2027 to canned food.
In the permitting regime, the cash register automatically blocks the sale of expired and illegal goods through integration with the “Honest Sign” labeling system.
“The mechanism is aimed at strengthening control over cash registers and protecting consumers, since it eliminates the human factor. When scanning the label, the cash register software contacts the “Honest Mark” to obtain information about the product. If they try to punch the marking code again, or the product’s shelf life has already expired, or the product is prohibited for sale, the system will not allow it to be sold,” explained Deputy General Director of the CRPT Revaz Yusupov .
In Russia, this mechanism has been gradually introduced since April of this year. So far it has been extended to four groups of goods: tobacco, draft beer, as well as water and dairy products in large retail.
