It involves the obligatory allocation of a minimum share of shelves on the shelves to goods of each group and priority issuance for online requests. Both non-food and food products may fall under the new regulation.
In this way, the authorities expect to increase the competitiveness of Russian products, facilitating their entry into federal retail. But we may be talking about creating unequal conditions and increasing retail prices for popular items, experts warn.
Retailers will have to ensure that locally produced goods of certain categories are displayed on shelves in their sales areas. The minimum share of local goods on the shelf, according to the text of the document, will be calculated from the length of the facades facing customers according to the approved formula. The need for quotas for a category of goods will be considered by intersectoral commissions.
For online platforms, a rule is assumed to give priority to the issuance of local products when requested without specifying the manufacturer. In other cases, users will be able to be offered a local alternative, the explanatory note says.
If the document is approved, the new rules will come into force on September 1, 2025.
