The Ministry of Finance proposed changing the requirements for labeling imported alcoholic beverages with federal special stamps (FSM) from January 1, 2026, writes buh.ru.

The ministry explained that currently, in accordance with the rules for labeling with federal special brands of alcoholic products, approved by Decree of the Government of the Russian Federation of December 29, 2020 No. 2348, FSM must be applied to alcoholic products imported into the Russian Federation before their import into the territory of Russia. At the same time, the unfavorable geopolitical situation creates the risk that a number of countries will introduce a ban on the FSM labeling of alcoholic beverages supplied to the Russian Federation on their territory.
In addition, since the process of labeling imported alcoholic beverages with FSM is inextricably linked with its transportation to and from the place of labeling, storage, and sorting, payment for services for these operations is made to foreign companies.
In this regard, amendments prepared by the Ministry to the law on regulating the production and circulation of alcohol and alcohol (No. 171-FZ dated November 22, 1995) stipulate that FSM labeling of imported alcoholic products should be carried out on the territory of the Russian Federation on an ongoing basis.
The Ministry of Finance is confident that the transfer of the FSM labeling of imported alcoholic products will contribute to the creation of new infrastructure facilities and jobs, the formation of new logistics routes in the Russian Federation, as well as the modernization and increase in storage capacity.
The ministry also recalled that the possibility of labeling imported alcoholic products on the territory of the Russian Federation has already been provided as part of an experiment on FSM labeling of imported alcoholic products placed under the customs procedure of a customs warehouse.
