The total portfolio of government loans in Latvia at the end of 2023 amounted to 2.261 billion euros, which is 6.5%, or 136.7 million euros, more than at the end of 2021, according to the annual report of the State Treasury. State Budget Law for 2023 year and the budget framework for 2023, 2024 and 2025 determined a general increase in state budget loans in the amount of 334.5 million euros, including a general increase in local government loans by 178.1 million euros. The loan portfolio of government loans continues to be dominated by loans to local governments and their structures in the amount of EUR 1.808 billion, which increased by 4.2%, or EUR 73.5 million, compared to 2022. According to the State Treasury, in 2023, 401 government loan agreements were concluded for a total amount of 231 million euros, of which 370 loan agreements for a total amount of 199 million euros were concluded for the implementation of European Union (EU) projects, and 31 loan agreements for a total amount of 32 million euro – for the implementation of priority investment projects of each local government. State loans in the amount of 244.4 million euros, which is 76% of the total amount of state loans, were issued to local government structures, including 234.6 million euros to local governments. State loans in the amount of 29.1 million euros, which is 9% of the total state loan, were issued to businessmen controlled and financed by state institutions, including loans in the amount of 28.7 million received by Attīstības finanšu institūcija "Altum" ("Financial Institution") development Altum – Altum) for the implementation of state support programs (small and medium-sized enterprises, agriculture, start-ups and others), as well as in the amount of 0.4 million euros issued to scientific institutes and universities for the implementation of projects co-financed by the EU (for the development of research infrastructure, increasing energy efficiency of buildings and other needs). Government loans in the amount of 47.1 million euros, which is 15% of the total amount of government loans, were issued to non-financial companies, including 41.5 million euros of government loans issued to municipal companies for the implementation of projects co-financed by the EU for the provision of services of national economic importance ( for the implementation of heat supply, water supply and sewerage projects and others).
