Riga Stradiņš University Clinical Hospital (PSKUS) ended last year with a loss of 3.76 million euros, which is two million more than in 2022, according to information from Firmas.lv. The negative result is directly related to the fact that the allocated funding for The provision of state-paid services does not meet the needs of patients and the basket of medical services defined by the state, as explained in the report of the hospital management. PSKUS Hospital's turnover last year reached 179.31 million euros, which is an increase of 2.45 million euros (+1%) compared to 2022. Last year, 284,094 outpatient consultations were carried out at Stradiņš Hospital, including day hospital consultations, which is 14,288 consultations or 5.3% more than in 2022. The number of state-paid consultations increased by 5.2%, and the cost – by 5.6%. In 2023, 16,032 remote consultations were provided to visitors, which is 1,751 consultations or 12.26% more than in 2022, and 120,067 outpatient examinations were carried out, which is 3,615 less than in 2022. In 2023, 24,463 patients were treated in the PSKUS day hospital, and 60,569 patients were treated in the emergency department, which is 2,068 more patients than in 2022. 48,480 patients were treated in the hospital’s inpatient departments, which is 1,673 more than in 2022. The Paula Stradiņš Hospital provides all levels of intensive care. In 2023 and 2022, the average number of intensive care beds, including stroke units, was the same. In 2023, 6,454 patients were treated in 90 beds, and in 2022, 9,046 patients were treated in 88 beds. Analyzing patients in intensive care beds, in 2023 patients with complicated diseases were treated for an average of 3.41 days, while in 2022 – 2.68 days. In 2023, 59,105 surgical operations were performed at PSKUS, of which 41,489 were performed in operating rooms and 17,616 in day hospitals. These included organ transplantations: 47 kidney transplants, one liver transplant, three heart transplants, 24 corneal transplants, five cochlear implants. In 972 cases, operations were performed under artificial circulation. Although the salaries of medical staff were increased from April 1, 2023, and funding for the availability of services and coverage of some expenses was increased during the year, the total amount of funding increased by only 1.14 million euros compared to 2022. This is because in 2023 employees did not receive a Covid-19 bonus for working in high-risk and stressful environments. Stradiņš Hospital also analyzed the terms of payment for services and came to the conclusion that after Covid-19, the patient structure has changed, and the needs of patients have accumulated, since the volume of available services was limited during the pandemic. Last year, PSKUS Hospital had a funding shortfall or losses from providing state-funded medical services under the DRG program. The number of patients is 100% and the implementation of funding is 106%, which means unpaid services amounting to 3.7 million euros. Currently, the hospital sees a significant increase in prices in the segments of goods and services, changes in the volume of financing and compliance with the volume of services provided as the biggest risks.
