The Ministry of Antimonopoly Regulation and Trade held a regular meeting with representatives of large retailers at which an agreement was signed on discounts of up to 10% on a number of goods for vulnerable categories of the population. The agreement is valid until the end of the third quarter of 2024.
The agreement was first concluded in January 2022, then repeatedly extended every six months. In 2024, the parties decided to renew it quarterly.
Pensioners, large families, disabled people and parents of disabled children, as well as low-income residents of the country can take advantage of discounts. At special prices, these categories of buyers can purchase socially significant goods, including bread, flour, oatmeal, pearl barley, dry pasta, beef, pork, chicken carcasses, chickens, including broilers, milk, kefir, sour cream, cottage cheese, eggs, apples, vegetables and other goods.
To take advantage of discounts, you must issue a special card.
Retailers can reduce the size of the discount by the amount necessary to ensure that the retail price of the product, taking into account the discount, is not lower than the purchase price of the product from the supplier (selling price and VAT, wholesale price and VAT).
According to MARCH data, about 2 million cards have been issued today, which provide corresponding discounts. The total amount of social discounts amounted to about 70 million rubles.
However, not all facilities have the technical ability to provide a social discount. MART assures that there are certain technical limitations, retail chains are working on this and are providing a discount in those facilities where this is possible.
Executive Director of the Association of Retail Chains of Belarus Natalia Shablinskaya noted that the load is quite serious for the chains participating in the agreement. 2 million is a large number of buyers who come and receive a 10% discount on social goods virtually on a daily basis, since this social group of goods is in demand every day.
According to her, the quarterly extension of discounts is determined by the economic situation, in which every figure must be counted and verified.
