– It should be borne in mind that the proposed changes increase the level of fixed expenditure of the general government sector. The increase in the share of fixed expenditure has a negative impact on the flexibility of fiscal policy and may in the future cause tensions in the construction of the state budget (the need to meet the restrictions resulting from the stabilizing expenditure rule) – wrote the Ministry of Finance in an opinion.
The Ministry of Finance states that due to the estimated cost of the project in question (according to the RIA, approximately PLN 25 billion over 10 years), it should be noted that its implementation in the adopted form, without a proportional increase in the revenue side (introducing appropriate measures in the field of taxes or insurance contributions social), in the conditions of the applicable provisions of the Public Finance Act regarding the stabilizing expenditure rule, forces an appropriate reduction in expenditure in another area.
– The increase in expenses proposed in the project has a negative impact on the implementation of the SRW limit/amount. New expenses of units covered by the SRW must be financed within the expenditure space resulting from the SRW or as a result of re-prioritization of expenses (making savings and using them to finance new expenses) – it was written.
