Experts from the special economic zone “Dobrograd-1” conducted a study, the purpose of which was to identify the level of awareness of Russian entrepreneurs about state support measures and preferential treatment. More than 150 entrepreneurs from various areas of business who are not residents of special economic zones and other territories that provide preferential tax regimes and other preferences took part in the survey.

As the results of the study showed, many business representatives have only a superficial understanding of existing support measures, as well as territories with preferential regimes. Only 11.7% of respondents said they knew about all government support measures and benefits available to them. 15% admitted that they are aware of the main measures, but are sure that there is something that they do not know about. 20.2% rated their awareness as average, and 14% admitted that they knew almost nothing about the support measures available to them.
When answering the question: “What types of territories with preferential treatment do you know?” — 97% of the study participants could not name a single type of such territory: SEZ, SEZ, ASEZ. In the minds of the majority of surveyed entrepreneurs, the concept of “territories with preferential treatment” is associated exclusively with regional initiatives to provide benefits, which operate, for example, in the Far East, Crimea, northern regions, etc.
67.5% of respondents heard about the existence of special economic zones. Only 43% of them know about tax and customs benefits provided to SEZ residents. 41% have heard about the benefits, but are not aware of their content. 6% of respondents believe that businesses can receive subsidies in the SEZ, and 3% believe that preferential loans are issued there.
37% of respondents could not remember a single name of special economic zones. 19% named the Far East, 10% – SEZ "Alabuga", 3.6% – "Skolkovo" and 3.6% – "Technopolis Moscow". At the end of the study, participants were offered a list of real and fictitious special economic zones, where they could mark all the familiar SEZs that they had heard something about. Here is how the special economic zones from this list line up in terms of recognition: SEZ “Alabuga” – 37.4%; SEZ "OZONE" (fictional) – 37%; SEZ "Technopolis Moscow" – 26%; SEZ "Kashira" – 19.6%; SEZ "Avangard" – 16.6%; SEZ "DNS" (fictional) – 16%; SEZ "Lipetsk" – 14.7%; SEZ "Stupino Square" – 12.3%; SEZ "Dobrograd-1" – 8.6%; SEZ "Kulibin" – 8%.
“The survey showed that entrepreneurs are extremely poorly informed about business development opportunities, government support measures and benefits that they can receive,” said Denis Antipov, General Director of the Dobrograd-1 SEZ. — Many of them have heard about the existence of special economic zones, but have a vague idea of the benefits and benefits provided to SEZ residents. The current situation seriously limits the opportunities for entrepreneurs to receive government assistance and favorable conditions for doing business. Therefore, the task of each special economic zone is not only to provide access to infrastructure and benefits, but also to conduct educational work. It is necessary to comprehensively inform entrepreneurs about the prospects that the status of a SEZ resident opens up for them, and, if necessary, provide assistance in obtaining benefits. This will benefit both resident companies and the Russian economy as a whole.”
