RDP 2014-2020 was developed on the basis of European Union regulations, as well as delegated and implementing acts of the European Commission. The main objective of RDP 2014-2020 was to improve the competitiveness of agriculture, sustainable management of natural resources and climate action, and sustainable territorial development of rural areas. The program is financed from the EU budget (EAFRD – European Agricultural Fund for Rural Development) and national public funds. After taking into account additional funds in the amount of EUR 3.6 billion related to the introduction of the transition period and extending the implementation of the RDP 2014-2020 by 2 years, as well as the amount of EUR 945 million from the European Reconstruction Fund, supporting investments and activities in the field of the environment, the RDP 2014 budget -2020 currently amounts to EUR 18.2 billion, including EUR 11.9 billion from EAFRD funds.
Financial assistance from the Rural Development Program 2014-2020 was addressed mainly to the agricultural sector. This sector is particularly important from the point of view of ensuring sustainable development of rural areas, but also ensuring the country's food security, and requires significant, appropriately targeted support.

ARiMR points out in a letter addressed to KRIR that the completion of the investment and submission of applications for payment of the second installment of aid by the Beneficiaries of the bonus sub-measures:
6.1 "Premiums for young farmers",
6.2 "Aid for starting non-agricultural business activity in rural areas",
6.3 "Restructuring of small farms"
under the Rural Development Program 2014-2020 will be possible no later than August 31, 2025.
Beneficiaries of the above bonus sub-measures may settle projects within a maximum deadline no later than August 31, 2025, while the 2- or 3-year deadline for implementing the business plan, respectively, resulting from the decision to grant aid, should be maintained.

Changes are still possible
The Agency also informs that the beneficiaries of bonus sub-measures may apply to the director of the ARiMR regional branch for consent to change the assumptions of the business plan during its implementation in terms of conditions, including extending the period of its implementation.
It is worth mentioning that in the case of sub-measures 6.1 "Premiums for young farmers" and 6.3 "Restructuring of small farms", changes consisting in increasing or reducing the scale of plant or animal production on the farm do not require the consent of the Agency if the direction of production specified in the business plan for the target farm is maintained. situation of the farm and the condition of achieving an increase in the economic size of the farm in relation to the initial economic size of the farm will be met.
However, in the case of sub-measure 6.2 "Aid for starting non-agricultural business activity in rural areas", the Agency's consent is not required to change the assumptions of the business plan in terms of the description and estimated value of planned investments in fixed assets and other assets related to non-agricultural activity.

Premiums for young farmers
The beneficiary should:
- conduct agricultural activities as a manager on a farm whose development is covered by the business plan, at least until the expiry of 5 years from the date of payment of the first installment of aid,
- as a result of implementing the business plan, achieve an increase in the economic size of the farm by at least 10% in relation to the initial economic size of the farm and maintain the achieved increase at least until 5 years have passed from the date of payment of the first installment of aid,
- be subject to farmers' social insurance pursuant to the provisions on farmers' social insurance as a farmer under the Act and to the full extent for a period of at least 12 months from the date of payment of the first installment of aid,
- keep simplified accounting on the farm (record of income and expenses on the farm or a book of income and expenses, or an accounting book, or a record of income and expenses pursuant to separate regulations), at least until 5 years have passed from the date of payment of the first installment of aid,
- complete your education within 36 months from the date of delivery of the decision to grant aid,
- submit Information on the implementation of the conditions, prepared on the form provided by the Agency.
Restructuring of small farms:
The beneficiary should:
- conduct agricultural activity on the farm whose development is covered by the business plan, at least until 5 years have passed from the date of payment of the first installment of aid,
- As a result of the implementation of the business plan, the economic size of the farm should increase to at least 10,000. euro,
- achieve an increase in the economic size of the farm by at least 20% in relation to the initial economic size and maintain this increase at least until 5 years have passed from the date of payment of the first installment of aid,
- complete the activities for which points were awarded, including: in terms of changing the direction of production,
- submit Information on the implementation of the conditions, prepared on the form provided by the Agency.
Bonuses for starting non-agricultural businesses
The beneficiary should:
- conduct business activities for which support was applied for at least until the expiry of 5 years from the date of payment of the first installment of aid, and in the case of activities that require entry in the register kept by a local government unit obliged to run the appropriate type of schools and public institutions, at least until 3 years have passed since the date of payment of the second installment of aid;
- create the jobs provided for in the business plan, provided that employment should take place by the date of submission of the application for payment of the second installment of aid, and the achieved increase in jobs should be maintained for a period of at least 2 years from the date of payment of the second installment of aid,
- register for social insurance under the provisions on the social insurance system no later than the date of submission of the application for payment of the second installment of aid and be subject to this insurance at least until the expiry of the obligation related to running the business,
- cease to be subject to retirement and disability insurance specified in the provisions on farmers' social insurance no later than the date of submission of the application for payment of the second installment of aid,
- generate income from running a business,
- provide the director of the Agency's regional branch with information on the revenues achieved for each completed fiscal year, within 30 days from the end of the fiscal year, on the form provided by the Agency. Failure to fulfill the obligations arising from the decision to grant aid may result in negative consequences in the form of sanctions imposed on the Beneficiary and the return of the funds received.
