In 2023, approximately 1.24 million farmers applied for direct payments. Advances were paid between October 16 and November 30. During this period, almost PLN 9.2 billion was transferred to the beneficiaries' accounts. Final payments for direct and area subsidies for 2023 have been transferred since December 1. By June 27, ARiMR had paid them in the amount of PLN 10.06 billion – including PLN 7.02 billion to farmers who submitted, among others, in their applications for subsidies: a declaration of practices within the framework of surface ecoschemes or animal welfare.
Including advance payments for direct and area subsidies for 2023, farmers received PLN 19.26 billion (until June 27 this year), i.e. they were transferred to the accounts of 1.217 million farmers – over 98%. applying for them.
The deadline for issuing a decision on the granting of direct and area subsidies for 2023 formally expired on May 31, 2024. According to the Agency, farmers for whom decisions were not issued at that time were informed about it and indicated the date for settling the matter.
– ARiMR will try to make it happen as quickly as possible and will certainly not wait until the end of the deadline – we read in the statement.
The payment of subsidies for 2023 should be completed by June 30, 2024. However, the Agency reserves that this does not mean that these payments will not be made after this date. On the contrary, ARiMR will pay them as quickly as possible .
Ministry of Agriculture satisfied. And ARiMR too
Although not everything related to the payment of money due to farmers will be completed within the deadlines specified by law, the management of the Ministry of Agriculture and ARiMR is satisfied with their actions.
– CAP payments: there were major negligences in the implementation of activities, the IT system did not function. Concerns about whether we would make it on time were justified. Today we announce that we are implementing EU and national obligations. We are also working on applications regarding sold grain, said Minister of Agriculture Czesław Siekierski during a press conference in the Sejm on Friday.
– Currently, ARiMR implements direct payments, supports investment activities and national aid. Our task is to simplify the mechanisms and speed up the processing of applications. Despite the difficulties, these payments are being made. We also managed to remove the irrational provisions of the Green Deal, impossible to implement by farmers, and replace them with voluntary eco-schemes – thanks to the cooperation of the government, Minister Siekierski and Prime Minister Tusk – said Deputy Minister Stefan Krajewski.
– When taking up the position, I found many problems, especially in the functioning of the IT system, and at that time there were new applications for subsidies for corn, drought aid, subsidies for cereals, but we implemented all activities on an ongoing basis – emphasized Wojciech Legawiec, president of ARiMR, at the conference. – We have a success comparable to Europe. From October 16, advance payments of subsidies, including eco-schemes!
From October 16, advance payments for direct subsidies will be paid – Leszek Szymański, vice-president of ARiMR, announced during Friday's press conference.
For the first time, advance payments will be calculated taking into account area ecoschemes. This means that farmers who apply for subsidies for melliferous plants, carbon farming, water retention, integrated plant production and biological crop protection will also receive advance payments on these payments.
Szymański emphasized ARiMR's readiness to pay advances from this date, with the exception of welfare subsidies, but farmers waiting for such support have the possibility of issuing separate decisions.
He also appealed to farmers who have not yet done so to submit applications, reminding that they have until July 1 to do so.
– We have 1.11 million applications submitted in the 2024 campaign – said Leszek Szymański, vice-president of ARiMR. – This means less than 90 percent. potential beneficiaries applying for payments, and the deadline for submitting applications is July 1 this year. – added.
Applications may also be submitted after this date, but only until July 26 this year, and for each day after July 1, payments will be reduced by 1%.
By August 31 this year, farmers who have already submitted applications for the implementation of payments for small farms and a new eco-scheme related to ceasing production on part of the land must submit a request to receive such payments.
