Minister Siekierski on the termination of leases: We cannot change the rules of the game now

Minister Siekierski ws. zakończenia dzierżaw: Nie może być tak, że teraz zmieniamy reguły gry

The Minister of Agriculture and Rural Development noted during the last press conference that talks are underway with farmers and tenants regarding the allocation of land. He also noted that the land returned by tenants will primarily go to farmers or State Treasury companies that conduct animal production and need to increase their cultivated area. – However, over 55% of this land is allocated to farmers, we have held talks on this matter with farmers, among others in the Opole province, but also in other regions. We want the land that is excluded from leased farms, which is in accordance with the act, to primarily go to farmers.

When asked by us what will happen to companies that should have formally ended their leases but still receive permission to continue production, will they finally have to submit to the terms of the 2011 Act amending the Act on the management of agricultural property of the State Treasury? He commented on the current situation as follows:

– The act came into effect, most of the lessees have excluded the land. It cannot be that now we change the rules of the game, it will be as if we were judged by those who gave it away? It is impossible. I do not hide the fact that there is a problem, because of course we want this land to go primarily to farmers, but as I said earlier, so that it also supports some State Treasury companies that have animal production, or conduct breeding work and need a larger area of land. We also want that in situations where some companies, lessees have not excluded and will have to stop using the land they have leased, that where there is animal production, we give them the possibility of some reasonable end to this production. This cannot happen overnight. There are also situations of this type, they mainly result from negligence, that often lessees thought that "it will work out somehow". In some cases, we want to create – of course later as part of a tender – agricultural production centres that would provide the possibility of conducting production in the scope in which it is conducted at the moment. Animal production is easy to liquidate, but later on, to start and recreate production is very difficult and requires large expenditures.
