The Centre Party will prepare a standard complaint form to the court to make it easier for people to challenge the car tax, said Mihhail Kõlvart, chairman of the Centre Party. “The Centre Party thanks the Chancellor of Justice for her legal assessment of the car tax bill, but we have not yet received a detailed justification for why the constitutional obligation to protect people with disabilities and large families is not being fulfilled. Our position has remained unchanged: the car tax infringes on people’s rights, which is why we will continue to fight against it,” explained Mihhail Kõlvart. “Article 10 of the Constitution establishes the principle of a welfare state, which in turn means that the state must take care of those in need and not leave anyone in trouble. The car tax will increase the risk of poverty in society,” said Mihhail Kõlvart. “The Supreme Court noted that all individuals and companies will be able to challenge the car tax imposed on them in the administrative court on the constitutionality of the tax. We encourage everyone to use this opportunity.” In order to make it easier for people who are forced to pay the vehicle tax to go to court, the Centre Party, according to Kõlvart, will prepare a standard complaint form that anyone can use. “Unfortunately, a dangerous trend has emerged recently: various legislative initiatives increasingly violate the basic principles of the constitution or directly contradict the basic law. The Chancellor of Justice also acknowledged that if the vehicle tax is too much to pay, the taxpayer has the right to challenge the payment notice in court. The Centre Party, in turn, will ensure that going to court requires a minimum of time and money,” said Kõlvart. According to the chairman of the Centre Party, the contradictions in the procedure for considering the vehicle tax bill in parliament cannot be ignored. "The Centre Party, together with interest groups, prepared substantive amendments to the bill, but it was not possible to vote on each of them, as the coalition bundled them into one package. Limiting the rights of the parliamentary minority primarily limits the ability of members of society to influence changes in taxation, and their interests, in fact, remain unprotected, which, in turn, contradicts the principles of democracy," Kõlvart emphasized.
