"ZUSization" of contracts for specific work. Most Poles want to renegotiate the milestone
According to a study commissioned by the Useme platform, 58.99% of respondents want to change the content of the KPO milestone in such a way that all contracts for specific work and mandates will not be "ZUSed" in the near future. Of those supporting this idea, 25.3% answered "definitely yes" and 33.7% "rather yes".
The respondents were asked the following question: "Should the government enter into negotiations with the European Commission on changing the wording of the so-called milestone to prevent all contracts for specific work and mandate contracts in Poland from being "socially insured" in the near future?"
As reported in the report describing the study, 14.6% of respondents gave negative answers, i.e. 5.7% of respondents stated "definitely not" and 8.9% "rather not". The remaining 26.4% of respondents chose the answer "don't know/hard to say".
– One of the main reasons why the government plans to impose social security contributions on all contracts, including contracts for specific work, is the implementation of the National Reconstruction Plan (KPO). The Ministry of Family, Labor and Social Policy argues that this is necessary because it wants to implement part of the so-called milestone from the KPO, reported to the European Commission by the Polish administration, which is to serve to combat the so-called segmentation of the labor market – it was reported in the report.

The earnings of people working on such contracts have dropped by 1/3
As Przemysław Głośny, president of the management board of Useme.com, assessed, the "non-taxation" of all contracts, including contracts for specific work, will result in a 1/3 drop in the earnings of people working under such contracts.
He added that if companies were to take over all the costs of paying the contracts themselves, then companies would pay 40 percent more. The report added that the changes could affect over 2.3 million people.
The survey was conducted on August 3-5, 2024 on a representative sample of 1,007 people using the CAWI method by the research company UCE Research, commissioned by the Useme.com platform.
Useme is a platform for freelancers and contractors. According to the company, the platform's services are used by over 200,000 users, including 50,000 companies and over 150,000 freelancers.
