Marketplace businesses are proposed to be split into separate companies, separating online platforms , order pickup point operators, logistics services, etc. The head of the working group, State Duma deputy from the LDPR, deputy chairman of the information policy committee Andrey Svintsov told Vedomosti about this.

The deputy specified that such an idea is being discussed in the working group on the development of a bill that should regulate the online trade industry. Marketplaces are only "electronic shelves", and logistics, pick-up points and other types of activities should be handled by separate companies, he explained.
Svintsov reported that the clause on the division of the marketplace business is planned to be added to the updated version of the bill, which will be submitted to the State Duma in the fall. According to him, he developed the bill for more than 10 months together with a working group, which included representatives of the largest marketplaces, sellers, owners of pickup points and specialized associations.
In addition, Svintsov's bill proposes to amend the law on trade (381-FZ) and the law "On the Protection of Consumer Rights" (No. 2300-1 of 1992). The document introduces the definition of a "product information aggregator" – a program that allows consumers to familiarize themselves with offers and buy a product.
The bill also proposes to lift the ban on the use of an agency scheme when selling food products on marketplaces if the platform is in the same group of persons as the retail chain. Another proposal by Svintsov is to oblige marketplaces to check the registration of sellers in the product labeling system, as well as notify the seller and the pick-up point about changes in working conditions 14 days in advance in the event of a decrease in the pick-up point's earnings or an increase in the platform's commission.
