Poland's position
Deputy Minister Krajewski stressed that we support the Common Agricultural Policy focused on results, however, in the new implementation model, simplifications and reduction of programming requirements are necessary.
– It should depend on the Member State and its needs which CAP instruments will be the most important after 2027. Direct payments must remain the most important instrument in Pillar I. In Pillar II, we must continue investment support that strengthens the competitiveness of agriculture – the Polish deputy minister pointed out.

A sustainable European agricultural sector without compromising its competitiveness
Secretary of State Stefan Krajewski emphasized that agricultural income security and competitiveness are the basis for farmers' acceptance of sustainable production methods and for the success of the transformation of food systems. The Deputy Minister added that the transformation must be rational and linked to support facilitating change. He emphasized that we expect flexibility, especially in environmental and climate policy.
Crisis situations and risk management
The deputy head of the Ministry of Agriculture stated that the priority is the appropriate income of farmers and its stabilization, also in crisis situations. The deputy minister emphasized that the basic instrument of income stabilization are and should remain direct payments.
– The crises have highlighted the importance of market stabilization instruments, such as the agricultural reserve or the “safety net.” These instruments should be strengthened – noted the Polish Deputy Minister of Agriculture.
Secretary of State Stefan Krajewski also invited ministers to the next informal meeting of EU agriculture ministers in Poland, which will preside over the EU Council in the first half of 2025.

European Ecological Congress
Following the informal meeting of EU agriculture ministers, Secretary of State Stefan Krajewski took part in the European Organic Congress in Budapest on 10 September. He was a speaker at a high-level panel on “Building a shared vision for the future of food and farming”. The panelists exchanged views on a shared vision for the future of agriculture that will address today’s social, environmental and economic crises. They discussed the priorities of the new political mandate for organic farming.
A vision for the future of food and farming in Europe and the future common agricultural policy
Secretary of State Stefan Krajewski stressed that agricultural production is of key importance for the EU's strategic autonomy and Europe's food security.
– The Common Agricultural Policy must be strong and support farmers appropriately. It is necessary to ensure an appropriately ambitious CAP budget and a fair distribution of funds between Member States. A comprehensive review of the legislation on the European Green Deal is needed – noted the deputy minister of the Ministry of Agriculture.
Deputy Minister Krajewski stressed that in the area of organic production for Poland the most important instrument will be payments for crops, i.e. intervention: organic farming.
New political mandate on organic farming
Deputy Minister Krajewski stressed the need to promote a competitive, sustainable and resilient agricultural sector, strive to improve the position of farmers in critical supply chains, and support the vitality of rural areas.
– In the area of organic farming, one of the biggest challenges currently is the need to significantly simplify and simplify production requirements. A new beginning of some kind is necessary. A discussion on the future and direction of organic production is needed – added the deputy head of the Ministry of Agriculture.
