The Ministry of Labor proposes to oblige digital aggregator platforms to monitor their users’ compliance with migration legislation. This requirement will primarily affect couriers and taxi drivers.

The bill also talks about other new requirements for aggregators. Thus, platforms may be required to provide preferences to users who independently make contributions to pension, social and medical insurance programs. In addition, the possibility of fining workers for improper execution of an order is excluded, but only limiting access to the platform and applying liability measures that are provided for in the civil process agreement.

Consideration of the bill, which has been in development for about two years, is scheduled before the end of the current session of the State Duma, i.e. until August 4. If adopted, the new requirements will come into force on March 1, 2025.

Marketplaces will be required to publish a link to the register of certificates next to the product .

The Ministry of Finance proposed limiting the circulation of tobacco and nicotine-containing products manufactured before 2022 .
