In addition, when writing about increases, it was often not explained that it was not about electricity prices in general (market prices), as they generally show a downward trend, but only about frozen prices, i.e. a certain pool of cheap energy allocated to households.

This gave room for manipulation – threatening with a significant increase in the costs of heating a house with an electric heat pump, although unfreezing prices could not have had a major impact on this. The pool of cheap energy was too small to take into account the operation of the heat pump, so the costs of its operation mostly resulted from real, market prices, not frozen ones. Another disinformation is the scale of the increases, especially in relation to natural gas. The planned increase in gas prices was rarely written about, and forecasts were lowered – emphasize PORT PC experts.

Now, after the decision of the President of the Energy Regulatory Office, everything is clear. So what will the situation look like in the months after July 1, 2024?

Heating bills are lower for heat pumps, more expensive for gas boilers after July 1

We can say with satisfaction that the situation is much more favorable for heat pumps. In 2024, their competitiveness in terms of operating costs is clearly improving.

Due to the decline in market prices of electricity, heat pump users using the G12w zone tariff have already gained a real reduction in the costs of this energy by approximately 10% from the beginning of 2024. It is worth emphasizing that this is mainly due to declines in energy prices on the stock exchange.

Unfortunately, over the last two years, the government has not noticed this group of recipients, even though they bore the greatest costs of the energy crisis caused by Russia's attack on Ukraine. However, there are symptoms of a change in approach. After July 1, 2024, heat pump users can count on another price reduction (together with distribution), also by 10% – note PORT PC experts.

The Act on the temporary limitation of energy, natural gas and district heating prices, which entered into force on July 1, 2024, extends the freezing of electricity prices for households until the end of 2024 and at the same time increases the level of these prices.

However, it abolishes the limits on the consumption of cheaper energy, thanks to which all energy used in houses equipped with heat pumps will be calculated at frozen prices, lower than market prices. This is good news for heat pump users. The abolition of the limits means that despite the increase in frozen energy prices and distribution fees, they will pay another 10% less for heating with a heat pump, regardless of the choice of distribution tariff – emphasize PORT PC experts.

At the same time, our government has decided to partially make natural gas prices more realistic – the prices of this fuel will increase more than expected (on average by approx. 19%) and the rates for its distribution, and the average increase in bills for heating a house with a gas boiler, taking into account VAT, will amount to approx. 22 %.

According to cost simulation calculations made by PORT PC, the lowest home heating bills will be paid by owners of ground heat pumps with underfloor heating installations.

The differences in the costs of heating a house with a heat pump and a gas condensing boiler now range, after the change in electricity and natural gas prices, from 30% to even over 50% in the case of underfloor heating, which is already a standard in new single-family houses. Heat pumps clearly benefited from the change in prices, notes Paweł Lachman, president of PORT PC.

One that will reduce heat losses and protect building owners from high heating costs. From 2023, you can obtain much larger subsidies under the Clean Air program for this type of investment.
