In response to a written request from the Minister of Agriculture and Rural Development, on 24 July 2024, Commission Implementing Regulation (EU) 2024/2030 of 23 July 2024 on granting exceptional financial support to the fruit and vegetable and wine sectors affected by adverse climatic events in Austria, the Czech Republic and Poland was published in accordance with Regulation (EU) No 1308/2013 of the European Parliament and of the Council.
The support budget for Poland was allocated in the amount of – EUR 37 million. EU support may be increased by domestic aid up to 200% of the amount of EU support. Poland will take advantage of this possibility. This gives a total amount of support of approx. PLN 470 million – reminded the Minister of Agriculture and Rural Development, Czesław Siekierski.
As reported by the ministry, a draft regulation of the Council of Ministers has been prepared on the implementation by the Agency for Restructuring and Modernisation of Agriculture of tasks related to providing extraordinary financial support to the fruit and vegetable sector and the wine sector affected by unfavourable climatic phenomena.
Today, i.e. on August 29, this project will be subject to consideration by the Standing Committee of the Council of Ministers. It is expected that the regulation will enter into force by mid-September – said the head of the Ministry of Agriculture.

Support payments still this year
The call for aid applications is planned for the period from 1 to 22 October 2024. It will be conducted electronically by the Agency for Restructuring and Modernisation of Agriculture. In the event that the amount of aid from applications exceeds the available budget funds, a correction coefficient will apply – said Czesław Siekierski. – The aid will be paid to the accounts of affected fruit farmers, berry and grape producers who suffered losses as a result of April frosts or May hailstorms by 31 December 2024.
As the ministry emphasises, aid will be available to producers who document in the loss estimation report that their losses in agricultural plant production amounted to at least 30%, and losses caused by frost or hail in individual crops constitute at least 40%.
The aid rate will vary depending on the crop and the amount of losses. The maximum planned aid rate is PLN 6,000 per hectare. However, it may be reduced depending on the area affected by losses.
