Poor dry application
But the problem is also – as has been known for a long time – a faulty dry application. The Ombudsman continues to receive complaints about its functioning. Therefore, the Commissioner for Human Rights decided to once again address this issue and wrote a letter to the Minister of Agriculture.
– (…) The deadline for submitting drought aid applications for 2023 expired on March 15, 2024.
Problems related to the functioning of the application reported to the Ombudsman include, among others: errors in estimating losses and difficulties in obtaining a drought report. Farmers also complain about the short time allowed for submitting documents to ARiMR.
Errors in the application meant that farmers were often unable to download the documents required as attachments to the application for financial aid, and therefore their applications could not be considered or rejected due to exceeding the time for their delivery to the ARiMR District Office – we read in the letter from the Commissioner for Human Rights. , signed by his deputy – Stanisław Trociuk.
As the Commissioner reminds, proposals for changes aimed at facilitating the assessment of damage were presented to the Ministry of Agriculture by the National Council of Agricultural Chambers. The proposals concerned allowing, as a confirmation of the occurrence of drought on a farm, a loss report prepared by the municipal commission appointed by the voivode in the 2023 campaign and also allowing drought estimation on a farmer's farm.
– Farmers also asked to take action to make it possible in the future to add up the percentages of losses in plant production from two protocols – drought and the protocol for assessing damage caused by other atmospheric phenomena – adds the Commissioner for Human Rights.
He points out that problems with the functioning of the drought application have already been the subject of the Commissioner's address to the Ministry.
However, due to further complaints – ZRPO Stanisław Trociuk – again asked the minister for a position on the operation of the drought application.
