Just a few years ago, representatives of the domestic defense industry were anticipating victory in the largest arms tender in Estonian history. The deal was supposed to be very large. It involved purchasing and servicing equipment worth hundreds of millions of euros. The lion's share of the money was supposed to go to local businessmen.
