The Internal Security Agency is investigating the export of spare parts manufactured by Wytwórnia Sprzętu Komunikacyjny – Poznań Sp. z o. o. The fuel pumps produced at the Poznań plant would be used to build Iranian Shahed 136 combat drones. However, the company denies that its tractor pumps have such an application.
Ukrainian suspicions
The case became famous thanks to a journalistic investigation by Radio Zet. The Internal Security Agency confirmed that it has been investigating the case since July 2022, and in February 2023. accused the president of WSK Poznań, Renata S., of violating the provisions of the Act of November 29, 2000 on foreign trade in goods, technologies and services of strategic importance for state security.
The investigation is to be the result of the shooting down of an Iranian drone near Kupiański in 2022. The Ukrainians then alerted that the downed drone probably contained components of Polish production. It was a pump from a factory in Poznań, which is subordinated to the state Industrial Development Agency.
Export to Iran
A Radio Zet journalist found that WSK Poznań sold fuel pumps to the Iran Motorsazan Company, which produces agricultural tractors. In this way, Polish parts were to be sent to an Iranian factory producing military drones. A spokesman for the National Prosecutor's Office confirmed to Radio Zet that the investigation into this case has been extended until September 30, 2024.
The manufacturer doubts
As a result of the media storm, the management board of WSK Poznań issued a statement referring to the case. It confirms the fact that the National Prosecutor's Office and the Internal Security Agency are investigating the export of parts produced by the company to Iran. At the same time, he explains that the suspicions are doubtful for technical reasons.
"WSK Poznań Sp. o. o. is a manufacturer of injection pumps for diesel engines used in agricultural tractors. These pumps are not technologically adapted to power aircraft engines due to their weight, nor to work with fuel other than diesel oil, in particular to work with aviation fuel " – we read in the statement.
The company also ensures that it has "introduced procedures for internal control of potential recipients" and "each time, each potential contractor and the intended use of the ordered goods are carefully checked, and then the sanctions applicable at a given time are analyzed." WSK Poznań requires contractors from outside the EU market to "send end-user declarations" to exclude threats and comply with national regulations.
