A second shadow fleet has appeared in Estonia's exclusive economic zone in the Gulf of Finland, transporting Russian oil. If previously the spontaneous anchorage of ships in the sea between Loksa and the island of Vaindloo was a headache for Estonian authorities, now tankers are dropping anchor just beyond the island of Naissaar. "We are aware that a so-called shadow fleet has formed beyond the island of Naissaar, and we are monitoring these ships," Kristjan Truu, director of the Maritime Service of the Transport Department, told Delfi Forte. On Thursday, when we were looking into the matter, nine oil tankers and bulk carriers were anchored a few miles from the island of Naissaar in the direction of Finland.
