costs will be borne by Elering.
With the changes in the methodology are introducing a mitigating measure, which will be in effect february 1 February 2025 to 30 June 2025 year. In this period, the costs of purchasing frequency reserves (standby capacity) for producers and consumers will be covered by the revenues of Elering from network congestion. So, until 30 June 2025 year consumers and producers will not pay for frequency reserves.
