Pyaterochka and Avito Real Estate named the top 20 Russian regions where it is easiest for an entrepreneur to start an offline retail business – for example, a franchise grocery store.

The leaders of the rating were St. Petersburg with the Leningrad region, Moscow with the Moscow region, Samara, Sverdlovsk and Rostov regions.
To compile the rating, experts calculated the regional trade attractiveness index based on 4 indicators. The key among them is the number of suitable premises for developing a trade business. The average cost per square meter of retail space, the number of operating retail enterprises, according to Rosstat statistics, as well as the average bill in Pyaterochka stores were also taken into account.

On average, in one region there are about 550 current offers for renting real estate for retail – excluding Moscow and St. Petersburg, with regions where the number of such properties is significantly higher. In addition to these regions, the top 5 in terms of the number of vacant retail premises included the Krasnodar Territory, Sverdlovsk and Novosibirsk regions. The share of proposals potentially suitable for opening a large grocery store in the Pyaterochka format (with an area of 400 to 800 square meters and with parking) in these regions is about 6%. The maximum share (8%) of suitable areas is in the Volgograd, Ryazan and Tver regions.
The most dynamic supply in the rental of commercial premises in the spring of 2024 grew in the Perm Territory (+28%), Kaluga (+25%) and Kursk regions (+24%), as well as in the Krasnodar Territory (+24%).
The lowest price per square meter of rented area was noted in the Smolensk, Pskov and Bryansk regions, as well as in the Republic of Dagestan – the average rating for this parameter in these regions was 9.44 out of 10 possible, or 500 rubles per square meter in real money terms.
The top 3 most promising regions in terms of the level of competition included the Altai Territory (1,953 retail enterprises in the region), Pskov (3,883 retail outlets) and Kursk (5,529 outlets) regions. They have the least number of operating grocery and specialized non-food stores registered, which means there is no market oversaturation.
