Now it turns out that it has already been completely exhausted, and thus the amended autonomous trade measures (ATM) in force from June 6, 2024 have come into effect.

Honey from Ukraine is already above the limit

ATM limits were introduced from 19 June for oats, which is a minor product, but also from 2 July for sugar and eggs, as well as from 19 July for products covered by the TRQ "Barley groats and meal, cereal grains subjected to other processing".

Now honey is added to this group. Here, the average calculated on the basis of two and a half years is 44,417.56 tonnes. The limit has therefore been exceeded and, within the framework of Article 4 of Regulation 2024/1392, it provides that once these quantities are reached, the Commission has 14 days to reintroduce the appropriate tariff quota from the EU-Ukraine DCFTA.

As reported by the European Commission, since honey imports from Ukraine from the beginning of 2024 already exceed the volumes specified in the DCFTA tariff quota, additional imports will be subject to Most Favoured Nation (MFN) duties.

ATM. What regulations?

– From 1 January 2025 to 5 June 2025, a new tariff quota will be introduced, corresponding to five twelfths of the threshold established for activating the emergency brake. In the case of honey, the size of this new quota is set at 18,507.32 tonnes – informs the EC.

It is worth knowing that imports of Ukrainian honey to the EU have remained fairly stable over the last five years, averaging around 49,000 tonnes per year.

We would like to remind you that under the Autonomous Trade Measures (ATM), which are in force this time from June 6, 2024, so-called limits have been introduced for selected products such as sugar, poultry, eggs, corn, oats, honey and groats for one year. They are calculated based on the average export from Ukraine to the EU for two years 2022 and 2023 and half of 2021.

This means that imports of poultry and corn continue without restrictions within the ATM.
