in France the production capacity of sugar will continue to diminish. The independent sugar plant in Souppes-sur-Loing in the department of Sequan and Marna has declined from production. After after over 150 years the family enterprise Ouvré is not able to cover necessary modernization costs.

The owners themselves also claim that they lack support from banks. According to the Association of Sugar Beet Growers (CGB) since 2019 year in France six sugar farms have already closed, including the sugar farm in Souppes-sur-Loing.

The refinery, located about 100 kilometer south of Paris, had to stop operations in the autumn of last year due to technical difficulties. The official investigation in the case related to the fishes, which were observed in Canal Loing at the end of October, still is underway. At that time almost all the fishes have died due to significant access to some sections of the canal. According to media reports a similar incident has already occurred in 2019 year.

There is help for planters

The affected planters of beet have not long been able to deliver their harvest to factories of Cristal Union in neighboring departments. The sugar producer has already expressed willingness to continue this agreement and unite farmers with the cooperative on permanent basis. Cristal Union also wants to offer a resolution to the other 109 employees at the plant in Souppes-sur-Loing. A competitor, Tereos, is also interested in possibilities for recovery. The largest producer of sugar in France wants also to offer planters beets.

Political Errors

According to CGB the closure of sugar plants is the result of political errors at domestic and European levels. The crises began with the end of regulations on sugar quotas in September 2017 . Association blames French ban on use of neonicotinoids for losses in harvests caused by viral yellowing in 2020 year. In result the investment branch has been severely restricted. The Association of producers critically assesses also the mass influx of sugar from Ukraine, especially in context of the far from its price drop.

A similar position was taken last month by the European Association

of Beet (CIBE). In addition to the free trade agreement with Mercosur countries, the parasol

organization considers supplies from Ukraine as one of the most threats to

the European industry. CIBEwarns, that farmers in the EU are not able

to compete with standards and structures in Ukraine.
