Amendment of regulations on subsidizing the costs of training young workers

Robert Składowski – President of the Federation made an appeal on October 16, 2024 to Prime Minister Donald Tusk to resolve the substantive conflict existing between the Ministry of National Education and the Ministry of Development and Technology on the problem of subsidizing the cost of vocational training for young workers. 

Subsidization of training of juvenile employees

Robert Składowski – President of the Federation, in a speech to Prime Minister Donald Tusk, pointed out that the current system of subsidies, which makes payment of funds conditional only on a juvenile employee passing a professional exam, is disproportionate to the efforts made by entrepreneurs. Entrepreneurs invest considerable in training, caring for young workers and providing them with opportunities to acquire practical skills. Unfortunately, it often happens that despite their efforts, young workers do not pass the exam for reasons beyond the control of entrepreneurs. In such a situation, entrepreneurs are not reimbursed for their expenses, which is extremely unfair, demotivating and discourages further involvement of employers in vocational training of young people.

In view of the above, Robert Składowski – President of the Federation, in a letter to the Prime Minister, made an earnest request to take decisive action to change the current legislation. 

The Ministry of National Education, in its response to the Federation’s President, indicated that the Council of Ministers has made a decision on the solutions that are the subject of the Federation’s request, adopting a compromise solution to the drafts of the Ministry of National Education and the Ministry of Development and Technology in the draft law on amendments to the Law on the Education System and certain other laws.

75% of the amount of subsidy for 36 months of vocational training with an employer

“In accordance with the solution adopted by the Council of Ministers, the draft law being processed by the Ministry of National Education proposes specifying in Art. 122 of the Education Law, the percentage distribution of the amount of subsidy due to the completion of vocational training with the employer and taking the professional or journeyman exam, and due to passing the exam, in such a way that the payment of the amount of subsidy to the employer for training costs would include the payment of 75% of the amount of subsidy for 36 months of vocational training with the employer and taking the professional or journeyman exam by the young employee, and 25% of the amount of subsidy for the effect of this training in the form of passing the exam.”

The solutions proposed by the Council of Ministers with regard to subsidizing the costs of training young employees, were approved by both houses of Parliament and the Act on amending the Act on the educational system and certain other acts on December 6, 2024 was sent to the President of Poland for signature.
