Adam Stępień began his lecture by presenting many interesting numerical data. He emphasized that the national production of biofuels amounts to approximately 1.5 million tons of fuels, i.e. 900 thousand tons. tons of rapeseed oil and thus 3.5 million tons of agricultural raw materials. He talked about the growing processing of rapeseed and domestic production of biodiesel and bioethenol. Below is a detailed slide from the presentation.

Perspective before the production of biofuels

The specialist also outlined the development prospects of the domestic market, including: a significant increase in the National Indicative Target, maintaining the dominant role of domestic producers, or the introduction of E10, which significantly changes the situation on the bioethanol production market. Among these advantages, he also sees mandatory "closed" blending for 1G, i.e. for agricultural raw materials.
But he also noticed some problems. What? Firstly, generally speaking, they result from the decline in demand for diesel oil in Europe. Secondly, from the uncertain and non-transparent pricing situation on the European market. Thirdly, "organic" imports to the EU from third countries such as China or Pakistan. Fourthly, and most importantly, resulting from the emission of raw materials.

Stępień reminded during his lecture that raw material emissions of biofuels result from:

  • standard values from Directive 2018/2001, i.e. RED2,
  • average GHG emissions determined for voivodeships and approved by decision by the European Commission (NUTS2),
  • actual GHG emission values calculated for each farm,
  • the so-called aggregated data.

And this last point is very important.

During his lecture, he explained the situation even more thoroughly. As he emphasized, these data can be calculated for farmers operating as a group in a given region, and this is a more detailed level than NUTS2. Moreover, they must be calculated in accordance with the methodology for the eec emission component.

– Input data should primarily be based on official government statistics where such data are available and reliable. If they are not available, you can use statistical data published by independent bodies, said Adam Stępień.

Stępień reminded that IUNG PIB, based on local agricultural practices, has developed statistical data that cover the years 2022-2023 both for rapeseed crops, but also for corn. And they can be used, among others, to calculate average emission values for crops over the life cycle of biofuels. He provided an example of such a calculation, as can be seen in the slide below.

It is worth noting that just before his lecture, Adam Stępień spoke to farmer.pl in the same context and explained exactly what was involved in calculating the emission intensity of rapeseed.

– The current scale of rapeseed cultivation and supply in Poland was possible to achieve thanks to biofuels. In order for this trend to continue, it is necessary to prove that this rapeseed meets the key investment criteria for sustainable development. Emissions are a key issue in this area. Unfortunately, when it comes to the current possibilities of confirming emission compliance requirements with the so-called report Unfortunately, these NUTS2 are no longer valid for the 2024 harvest. In recent days, an alternative to the standard values, which are generally unfavorable as high, has appeared on the website of the Ministry of Agriculture in the form of statistical data that allows you to calculate your own emission intensity of purchased rapeseed at the subregion level. NUTS3, i.e. groups of counties. At this point, the data prepared by the Institute of Soil Cultivation and Soil Science, National Research Institute, is being assimilated and shows that Polish rapeseed has much lower emissions, Adam Stępień told farmer.pl.

The market was waiting for these calculations. They are very important because they unblocked the rapeseed trade.
