The Estonian Financial Supervision Authority found that Meelis Roosaar had manipulated Nordecon and Hepsor shares on the Nasdaq Tallinn Stock Exchange and fined the man 4,000 euros. Roosaar may appeal the decision in the manner prescribed by law.
