A big change in packaging is coming! Union introduces new rules game

From 2030 year most packaging in the EU will have to recycle, and restaurants and cafes will start using reusable packaging. The New EU Regulation PPWR is to restrict the quantity of waste and introduce uniform sorting rules. On packaging and baskets for trash there will appear uniform symbols, which will facilitate segregation. Does this mean the end of plastic cups and complicated labeling on packaging? We examine, what will change.

The European Union Regulation on packaging and waste packaging (PPWR) has been published in early 2025 . This will be the most breakthrough regulation in the packaging sector of the last 30 years, introducing wide requirements and mechanisms enabling circularity of packaging. But what does this mean to firms, decision makers and consumers? This is is told by representative of TOMRA.

PPWR. What is the following regulation?

PPWR replaces the Directive of 1994 year (PPWD), which has become insufficient in view of the constantly increasing quantity of waste and differences in national regulations. The new Regulation harmonizes law in the EU as a whole. What more, the PR complements the Directive on plastics of single use (SUPD), establishing additional objectives for content recycled in plastic packaging and introducing more rigorous reporting rules. 

 – PPWR will be the most breakthrough regulation in the packaging sector last 30 years. It requires that at at least 70% of packaging be recycled. Only then can be allowed to trade in the market EU from 2030 year. Products using incompatible materials or too complex designs (such as multilayer plastics artificial, which cannot be separated) may be subject to harsher restrictions or even be withdrawn from the market. PPWR -.challenges for manufacturers

First, adapting to PPWR requires investment in infrastructure. . Hence the need to introduce cautionary systems and advanced sorting of mixed waste. Investments in infrastructure, mean what kind?

Member states would be accountable for solid systems for collection and sorting all consumer waste packaging. This includes so activities in the direction of improving collection, modernizing sorting equipment and investing in technology, which can more efficiently identify and separate materials suitable for recycling.

PPWR will also introduce uniform symbols on packaging, as and containers for waste. Such solution will help consumers sort their waste properly, reducing pollution in recycling streams and increasing overall efficiency.

From 2030 year cafes and restaurants fast service employing more than 10 employees will have to offer reusable packaging, such as for example. cups. What more, 10% of all packages on their own will have to be reusable. To enable this PPWR introduces specific, harmonized standards for reusable packaging.

These principles will cover everything, from the method of managing systems to specific technical requirements for formats packaging. Why does this have such importance? The next step is to introduce secondary regulations defining important details, such as the minimum number of packages taken into circulation, to be recognized as reusable packages.
